What are service charges?
“Service Charge” is the collective term for all monies collected from all flats within a particular block, that are used to pay for the communal services to that block. These services include things such as communal cleaning, gardening, buildings insurance, ad-hoc repairs and maintenance and other items that are not specific to an individual demise or a certain flat within that block. At the beginning of each service charge year BLR will look at the previous expenditure on the property, the type of property and the condition it is in and calculate an estimated budget of how much money may be required to be spent on it during the following year. Your portion of this total amount as defined under your lease will then be billed to you. For example a block of four flats may be apportioned at 25% of the expenditure each. BLR will then collect all funds from all leaseholders for their share of the budgeted expenditure and hold it in trust in a separate bank account on behalf of all leaseholders. During the service charge year that money remains the property of the leaseholders but is managed by BLR with all expenditure paid on behalf of the leaseholders as required. As services are completed at the property, be it repairs and maintenance, cleaning, insurance etc and bills come in for those services BLR will use the service charge money held on behalf of the leaseholders to pay those bills.

At the end of the service charge year BLR will calculate the total amount of expenditure spent under each heading to complete the final accounts. If, once the accounts are done, it is calculated that more money was spent on the property during the period than was budgeted and collected at the beginning, then a balancing service charge will be levied where leaseholders will be required to make up the shortfall with a one-off payment. If what we spent on the property is less than what was collected at the start of the service charge year there will be a balancing credit which will either be refunded to leaseholders, marked against other arrears or placed in a sinking fund ready for large scale works that may be required later on to the property.
